Shen Jinzhen gave Shen Tunan a bulletproof vest and told him to wear it every day. Zhang Mingquan found several assassins and set up ambushes on the four routes Shen Tunan often took. Today was the day for the democratic vote on Shen Tunan's customs reform. Representatives from major Chinese and foreign banks and bosses from various chambers of commerce came to attend. Huang Congyun drove Shen Tunan to the bank early in the morning.

Halfway there, a car accident occurred ahead. Shen Tunan told Huang Congyun to turn around and take another road. Someone drove behind them, tailing them. Huang Congyun sped up and drove forward.
