Synopsis
In the early 1980s, Pingchuan County decided to establish "Yuehai Town" in order to accelerate its development. Two highly capable and strong-willed cadres, Li Qiuping and Zheng Decheng, guided by the principle that "a city should be built by its people," leveraged the reform and opening-up policies and the No. 1 Central Document to find a path for reform.
