Twenty trucks from Wanlutong and Mudiaochang departed Yunhe, with ten heading to Shengjiang and the others dispersing to various provinces like Guangxi, Hunan, Hubei, Guizhou, and Sichuan. Authorities could not determine which specific truck carried the drugs. Beijing emphasized the importance of this operation, appointing Chen Liwen, Deputy Chief of the Anti-Drug Detachment of the Cangnan Provincial Public Security Department, as the field commander for the arrest operation.

In Hong Kong, Hao Dong was observed with Uncle Zhuo, who offered him a carving tool and suggested he pay respects to Guan Gong. Hao Dong, however, stated that he didn't believe in such things, only in his father, as an image of Wang Yikun appeared in his mind. The carving tool he held was a gift from Wang Yikun. Ten of the trucks continued towards Shengjiang. Meanwhile, Liu Kaihua took a flight from Kundu Airport to Shengjiang.

Wu Zhenfeng, traveling with Jiang Lei, was suddenly told to get out of the vehicle at a service station, being informed his "work was done." Jiang Lei directed him to a white car on a nearby pedestrian bridge where his payment awaited, its password sent to his phone. Chen Yu, who had been following, was surprised by this development and immediately reported to Lin Dezan. Wu Zhenfeng also contacted Chen Liwen, explaining that Jiang Lei had left him stranded.

Chen Liwen, recognizing that Liu Kaihua's arrival in Shengjiang was likely not a coincidence, instructed Wu Zhenfeng to track Liu Kaihua's movements, as Chen Yu was already tailing Jiang Lei. Chen Liwen stressed that Wu Zhenfeng should report all findings but avoid any unauthorized actions, with his safety being the top priority. The ten trucks that entered Shengjiang dispersed to various docks, including Longkou, Shengjiang, Nangang, Binhai, and Matoushan. Jiang Lei's vehicle, designated as Target 1, specifically entered Matoushan Port.

The Guangdong Provincial Public Security Department and Shengjiang police had already deployed forces at the five ports and docks. Chen Liwen emphasized that by tracking Jiang Lei to find Wan Heda, they could ultimately determine which dock held the drugs. Chen Yu reported that he had lost sight of Jiang Lei for half an hour and requested permission to search the warehouses. Lin Dezan denied this, instructing him to continue surveillance without exposing himself.

Chen Yu, concerned about losing the drugs, then suggested to Chen Liwen initiating an immediate arrest at the docks. However, Chen Liwen reminded him that the final stage of the operation was planned for Hong Kong, and a premature move would jeopardize the Ministry's entire strategy. Lin Dezan also expressed concern about the possibility of the drugs being shipped to international waters, or if the destination was not Hong Kong, which would complicate their plans.

Chen Liwen decided to wait, asserting that if Jiang Lei and the precise location of the drugs remained unknown before the ships departed, they would then consider an arrest in Shengjiang. Jiang Lei met with Wan Heda, who confirmed that "Ah Can" needed to inspect the cargo and that it would be loaded onto a ship at 8:05 PM that night, arriving in Hong Kong the next morning.

Meanwhile, Wu Zhenfeng continued to tail Liu Kaihua, who toured multiple docks in Shengjiang by taxi, asking if Jiang Lei or his cargo had entered. However, dock personnel reported no record of Jiang Lei's entry. Chen Yu, having lost track of Jiang Lei, contacted Yang Yi and asked him to visit Yang Xingquan, hoping to uncover any potential communications or leads. Yang Yi arrived at Yang Xingquan's, feigning that Yang Ling had sent him to retrieve some study materials.

He then suggested staying for dinner and enjoying Yang Xingquan's soup. When Yang Xingquan offered to invite Lin Dezan to join them, Yang Yi mentioned that Lin Dezan and "Team Leader Liu" had both gone to the provincial capital for "study," hinting at their removal from active duty. Unable to locate Jiang Lei at the docks, Liu Kaihua called him. Jiang Lei initially avoided the call, but later secretly called Liu Kaihua back, confirming he was safe aboard a ship.

Liu Kaihua then revealed his presence in Shengjiang, explaining that his "promotion" was a sham and that the task force had been dissolved, with him effectively removed from his position and put under surveillance due to their connection. Believing his career was over and fearing arrest once the current shipment was complete, he implored Jiang Lei to help him escape.

Jiang Lei then instructed Liu Kaihua to meet him at the "Shengshi Fangzhou" cargo ship at berth 405 in Binhai Dock. Wu Zhenfeng, who had been following Liu Kaihua and observed the call, reported his observations to Chen Liwen. Chen Liwen deduced Liu Kaihua's destination was Binhai Dock and immediately dispatched Chen Yu to rendezvous with Wu Zhenfeng there. After Wu Zhenfeng observed Jiang Lei and Liu Kaihua meeting at Binhai Dock, he reported back to Chen Liwen.

Jiang Lei informed Liu Kaihua that the cargo would be loaded promptly at 8:05 PM that evening, departing shortly thereafter to arrive in Hong Kong the following morning. Liu Kaihua then boarded the vessel with Jiang Lei. Chen Yu arrived and met with Wu Zhenfeng, confirming his presence to Chen Liwen.

Chen Yu expressed concern that Liu Kaihua boarding the ship might complicate their operation, as they still couldn't definitively confirm if the drugs were at Binhai Dock or on that particular vessel. He reported seeing guarded cargo piled on the dock and offered to go deeper to verify.

Chen Liwen instructed Chen Yu to protect Wu Zhenfeng and, after dark, conduct a discreet reconnaissance to confirm the locations of Wan Heda and the drugs, emphasizing that he should withdraw immediately afterward. Chen Liwen reiterated that the operation's final phase was planned for Hong Kong, not Shengjiang. Wu Zhenfeng initially attempted to assert his "big brother" role, suggesting he should protect Chen Yu.

Chen Yu reminded him that as a police officer, he was responsible, and Wu Zhenfeng, currently posing as a drug dealer, would find it easier to scout. However, Wu Zhenfeng insisted on accompanying Chen Yu, emphasizing the need for backup if something went wrong and recalling their failure to return together three years prior. He vowed they would return together this time.

Despite Wu Zhenfeng's insistence, Chen Yu refused, reassuring him that he would only do a quick scout and return shortly, even joking about his duck neck. As Chen Yu began his reconnaissance, he suddenly heard shouts of "Someone in Zone B!" indicating that an intruder, later identified as Liu Kaihua, had been discovered while investigating vehicles and cargo.
