Xu Wei and Zheng Lanting met at the pigeon square. Jin Maochang arranged a new identity for Xu Wei - warehouse administrator at the docks. Zheng Lanting handed Xu Wei a folder containing his identification documents and Jin Maochang's latest mission. Zheng Lanting said that Xu Wei's dormancy was over, and it was time for him to spread his wings and fly high.

Soon, Jin Maochang received the mission from Xu Wei: to track the movements of pro-communist entrepreneurs on the list and pass the information to the Osprey. Lin Shaobai muttered to himself while cleaning the pigeon cage full of feces. Jin Yan brought two popsicles to see him, joking that she smelled the sourness of someone with unrecognized talent.

Lin Shaobai was stubborn and wouldn't admit it, boastfully saying he could solve major cases with pigeons and make the Social Affairs Department regret it. Soon, Xu Wei led a group of people disguised as the People's Liberation Army and arrested a group of pro-communist Shanghai entrepreneurs, including Jin Maochang. The PLA guards at the checkpoint discovered people were being held in the car and were silenced by Xu Wei before they could react. Xu Wei took these people to the warehouse, where Jin Maochang acted along with him. Bo Lao developed the photos and sent them to a newspaper.

The newspaper published news about the PLA kidnapping Shanghai entrepreneurs, causing a huge uproar. Lu Zhengyang immediately took people to the site where the entrepreneurs were arrested to investigate. They found similar sized sand at the scene, suggesting the sand might have come from the same place. Jin Yan was responsible for analyzing the sand. Lu Zhengyang started from the photos and asked people to investigate how many stores in Shanghai sold photo paper.

Lin Shaobai took a pigeon to the Social Affairs Department, pretending to deliver it, but actually inquired about the case progress. Lu Zhengyang's warning was useless to him; Lin Shaobai had his own reasons. Lu Zhengyang and his team found that a private detective had bought a lot of photo paper but only used a little over one box. Huzhi questioned the detective about the whereabouts of the remaining photo paper.
