Chen Yu, continuously monitoring, observed Jiang Lei and Liu Kaihua arranging a meeting at the gates of Wanlutong Company. He secretly filmed their interaction and reported to Lin Dezan, suspecting Liu Kaihua intended to help Jiang Lei transport goods. Indeed, Jiang Lei had summoned Liu Kaihua to secure his assistance in moving hundreds of tons of raw materials.

Jiang Lei revealed that Hao Dong had ordered the transport of a significant amount of raw materials, essential for "magu" production, into Yunhe for outward transfer. Jiang Lei expressed his intent to leave the country to be with his mother within a week or ten days after this final consignment. He appealed to Liu Kaihua for help, emphasizing that Liu Kaihua was no longer with the Yunhe County Anti-Drug Squad, so any incident wouldn't implicate him.

Liu Kaihua angrily accused Jiang Lei of sabotaging himself and reminded him of their past, but Jiang Lei retorted that Liu Kaihua wouldn't turn him in because of his mother, who is Liu Kaihua’s sister. Jiang Lei promised that this would be his last time, and he would never return to Yunhe. Lin Dezan instructed Chen Yu to closely monitor Liu Kaihua and Jiang Lei's vehicle, maintaining a discreet distance.

As they approached the inspection station, Lin Dezan also watched the live surveillance feed. At the checkpoint, Liu Kaihua, despite initial resistance, used his past authority to swiftly clear the vehicles. Chen Yu captured this on video. Liu Kaihua then borrowed a patrol car, following the convoy for a short distance before calling Jiang Lei to inform him that he would not proceed further. Jiang Lei attempted to persuade him to continue, but Liu Kaihua ended the call.

Liu Kaihua continued to follow Jiang Lei's vehicle, which led him to Hao Dong's wood carving factory, with Chen Yu trailing closely behind. Liu Kaihua entered the factory, where Hao Dong confronted him. Hao Dong questioned Liu Kaihua's presence, implying he was there to either stop the operation or assist in exchange for payment.

Hao Dong then forcefully reminded Liu Kaihua of his upbringing, his education, and his obligations, emphasizing the importance of kinship by stating that Jiang Lei was Liu Kaihua's nephew and his mother was Liu Kaihua's sister. He argued that if one could not grasp familial loyalty, they had no right to discuss morality or law. This emotional manipulation caused Liu Kaihua to leave the factory.

Following Liu Kaihua's departure, Chen Yu met with his informant, a recovering addict, instructing him to report immediately if Wu Zhenfeng contacted him. Meanwhile, Lin Dezan confirmed that Jiang Lei had transported nearly a ton of contraband, a vital raw material for "magu," from a neighboring county, solidifying suspicions that Hao Dong's wood carving factory was a major drug manufacturing den.

Lin Dezan then ordered round-the-clock, unblinking surveillance on both the wood carving factory and Wan Heda's Wanlutong freight company, aiming to catch the criminals red-handed once the raw materials were processed into drugs. As anticipated, Wu Zhenfeng, acting on instructions, later contacted his subordinate (who also served as Chen Yu's informant), arranging for a truck to meet him at the Nanshan border line by midnight.

Wu Zhenfeng was instructed to follow Gu Tou's directions to a packaging factory after picking up the goods and to keep his "police brother" (Chen Yu) out of the operation, assuring him that his share would not be withheld. Later, ten trucks from Wanlutong Company entered the wood carving factory. Hao Dong, after instructing Wan Heda to manage the packaging, announced his departure for Hong Kong, leaving the operation in their hands.

Lin Dezan reported to Chen Liwen, confirming that Wan Heda, Hao Dong, Jiang Lei, and the involved locations were under control. Chen Liwen, predicting large-scale drug trafficking via trucks, ordered Lin Dezan to depart immediately for the provincial department to prepare for an arrest operation. Later, Chen Yu intercepted Wu Zhenfeng and Gu Tou's vehicle. He feigned anger, accusing Wu Zhenfeng of excluding him from the operation and demanding his share.

Gu Tou reacted by pulling a gun on Chen Yu, but Chen Yu swiftly disarmed him. Wu Zhenfeng intervened, assuring Chen Yu that his share of the 200 kilograms of drugs would be delivered without fail. Chen Yu then laid down an ultimatum: the drug convoy must pass through the Jingbei inspection station to exit Yunhe, where he would be waiting, vowing to prevent them from leaving Yunhe by any other route.

Chen Yu immediately reported this to Lin Dezan, confirming Wu Zhenfeng's entry with the drugs and his demand for them to use the Jingbei checkpoint. Meanwhile, Jiang Lei made a call to Liu Kaihua, apologizing for implicating him in the drug operation. He advised Liu Kaihua to find a wife and live a stable life, and offered future assistance should Liu Kaihua ever need to leave Yunhe. Liu Kaihua listened in silence.

During the loading process, Gu Tou instructed Wu Zhenfeng to rest. A total of twenty vehicles were loaded from the wood carving factory, but only one contained the actual drugs, as a security measure. Wu Zhenfeng and Jiang Lei were assigned to escort one of the trucks, with Wu Zhenfeng placed in the first vehicle heading towards Shengjiang, following the route Chen Yu had specified.

Wu Zhenfeng was not informed of the final destination but was told it would be revealed later, only that they needed to exit Yunhe. He also noted that he wasn't certain if his specific truck contained the drugs, as only one of the twenty did. He engaged in a conversation while driving, mentioning that he and his co-driver were taking turns behind the wheel, that the co-driver was giving all directions, and that all rest stops were predetermined.

He also expressed a feeling of being under surveillance. Chen Yu reported to Deputy Chief Chen Liwen, confirming Wu Zhenfeng's limited knowledge of the route and destination, and the use of decoy trucks. Chen Liwen approved Chen Yu to continue following Wu Zhenfeng, recognizing both the need to protect Wu Zhenfeng and the importance of Jiang Lei as a critical lead. The convoy later passed through a checkpoint, and at a subsequent point, Wu Zhenfeng was instructed to get out of the car, his part of the mission complete.
