Sawa Eisaku arrived at Wang Qizheng’s warehouse only to find the merchant already dead. At the scene, several documents, including a sales contract signed by Wang, were discovered. This evidence proved that He Xian had sold the diesel fuel before the declaration deadline and that the ship rental was a legal business transaction. Sawa remained convinced that the Portuguese Macau government and Chinese merchants were conspiring to fabricate evidence.

He pinned his hopes on Lin Nianci, who was expected to arrive with Liang Zhong’s confession to expose the truth, but he was soon blindsided by news of Lin’s assassination.

During an emergency meeting at the Government House, the Portuguese side presented the evidence and issued several stern demands: the immediate return of the Steamship Sai On, compensation for the Portuguese police and civilians injured during the pier incident, the termination of the joint anti-smuggling agreement—which would strip Japan of its armed rights in Macau—and a formal apology to He Xian. Realizing they were in the wrong, the Japanese side admitted the incident was a "misunderstanding" and accepted all conditions.

Sawa was forced to personally apologize to He Xian, a humiliation that left him seething. Following this victory, Chinese doctors at Kiang Wu Hospital finally obtained surgical rights, and the staff who had resigned returned to their posts. He Xian and his colleagues attended the launch of a new operating room, marking the occasion with a group photograph. With the hospital's license secured, local youth and medical staff began transporting supplies to the Wuguishan Guerrilla Unit.

The Portuguese Macau government turned a blind eye to this partnership, allowing the transport of weapons and the treatment of wounded soldiers. Meanwhile, Yazaki Kanjuro was effectively demoted, being transferred to Nanjing as a nominal chief advisor to the Wang puppet government, with General Matsui taking over his position. Sawa, driven by a desire for revenge, vowed to Yazaki that he would eliminate all anti-Japanese forces in Macau.

He Xian later approached He Hongshen, offering him a chance to earn a significant profit. Knowing the Japanese were desperately stockpiling supplies, He Xian revealed he had a batch of machinery and precision parts for sale. He Hongshen reported this to Saito, who was thrilled and decided to use a Headquarters cargo ship to transport the goods. However, this was a strategic trap.

He Xian used the "junk" machinery to lure the Japanese into moving the previously seized tungsten and diesel. Once the Japanese ships set sail from Hong Kong, He Xian coordinated with Allied forces to have the vessels bombed and destroyed. Returning home, He Xian felt a sense of guilt toward his father, He Chengxi, because the money intended for land acquisition had been donated to the guerrilla team.

He Chengxi, however, was not bothered, telling his son that wealth rarely survives three generations if descendants are unworthy. He argued that if children prioritize the nation over the family, the house will naturally prosper. He encouraged He Xian to uphold the family’s values and work hard to bring honor to their name. At the Bachongtian Club, Lok Pak confessed his future plans to Qiao Yinwan.

He intended to resign from his government post and sell his businesses once the war ended to establish a pure orchestra for her. Qiao Yinwan, however, expressed her desire to return to the orphanage to help children rebuild their lives. Though Lok Pak offered to accompany her, she encouraged him to pursue his own dreams. Soon after, He Xian and his allies learned that the Japanese were planning a major offensive against Zhijiang and were in dire need of supplies.

They contacted Rodrigues and Huang Sanhe to coordinate a massive shipment. Meanwhile, Fukue Yasumitsu became disillusioned with Sawa’s reckless behavior and submitted a formal proposal to Headquarters recommending the abolition of the Sawa Agency. When Sawa learned of this, he was enraged. His anger intensified when Huang Gongjie reported that two of Rodrigues’ large cargo ships had docked, with the Portuguese police blockading the pier to allow only the Tai Ho Brotherhood to unload the cargo.

Sensing a massive underground operation and fearing Fukue’s report, Sawa gave Huang Gongjie a secret order: assassinate Fukue. Fukue was rushed to Kiang Wu Hospital for emergency surgery after the attempt on his life. To deflect suspicion, Sawa recalled Fearless Biao to Macau and falsified Fukue’s reports, reporting the incident to Headquarters as an act by anti-Japanese forces. Consequently, the Japanese Southern China Expeditionary Army imposed a punitive blockade on Macau.

The Japanese government dispatched Keiichi Imai, the Deputy Consul General of Guangdong, to take over as the new consul and lead the investigation. As the probe unfolded, authorities found the vehicle involved in the murder—which belonged to Rodrigues’ company—along with the body of Santos, Rodrigues’ secretary. One of the murder weapons was found in Santos’ hand, making it clear the scene had been staged to frame Rodrigues and his associates.
