Gunshots rang out from the inner harbor pier, immediately alerting He Xian, Ke Lin, and Ma Wanqi. At that moment, Huang Gongjie and his men were violently seizing control of the docks. Agency Chief Sawa Eisaku stood atop the International Hotel, observing the chaos through binoculars and ordering his men to open fire on approaching police vehicles to block them.
As the Steamship Sai On was forced out of the harbor under the control of Japanese agents, Inspector General Gonçalves arrived only to find himself powerless. Sawa arrogantly invoked his diplomatic immunity as a military attaché for the Japanese Consulate, leaving Gonçalves with no choice but to let him walk away. He Xian and the others soon realized the gravity of the situation.
After an investigation with Yang Chang, they discovered that a member of the Tai Ho Brotherhood nicknamed "Water Ghost," who was an expert in flag signals, had vanished and likely defected. This posed a mortal threat: if the Steamship Sai On continued toward the rendezvous point as planned, Huang Sanhe and his men would have no way of knowing the ship was compromised.
Instead of a successful transfer, the Japanese would be led directly to the hidden cache of tungsten ore. Sawa, meanwhile, boasted to his superiors that this surprise attack was designed to catch the anti-Japanese elements red-handed, prove the Portuguese administration violated neutrality, and expose the entire underground supply line in Macau. In the face of this disaster, Rodrigues decided to take full responsibility to protect the Portuguese Macau government and the city.
He prepared to be labeled a major smuggler by the Japanese and returned home to settle his affairs and say goodbye to his family. Simultaneously, Ke Zhengping risked his life to cross the Japanese blockade, rushing toward Zhongshan to warn the others. Upon receiving the news, Long Haishan and Ah Di raced to Willow Bay, where the tungsten was hidden, while Ou Xin alerted the local guerrilla team.
At the Portuguese administrative office, He Xian met with Lok Pak and De Solaire to discuss the missing documents. Learning that the Japanese side had not yet seen the original ship rental guarantee, He Xian decisively tore up the existing document. He demanded a blank one to re-draft, intending to use it as part of a deeper scheme to protect the supply line.
He then sought out He Hongshen, asking him to arrange a meeting with Wang Qizheng of the Great Chinese Union. At the shoreline, Huang Sanhe and his men were waiting for the Steamship Sai On to arrive. When the ship drew near, Long Haishan realized the ambush was imminent. With no other way to signal the danger, she fired her weapon to warn the Brotherhood. The Japanese soldiers hidden on board immediately swarmed out, and a fierce firefight erupted.
During the battle, Huang Gongjie focused his fire on Huang Sanhe, wounding him in the leg. Ah Di courageously sacrificed her life to shield Long Haishan from the onslaught. Just as Huang Sanhe and Long Haishan were about to be overwhelmed, Ou Xin and the guerrilla team arrived to push back the enemy. However, Long Haishan was severely wounded and fell into a coma. Back in Macau, He Xian and He Hongshen put on a calculated performance for Wang Qizheng.
He Hongshen "betrayed" He Xian’s secret, telling Wang that He Xian had a massive financial shortfall after Rodrigues defaulted on a loan for a shipment of diesel. Wang Qizheng, believing He Xian was cornered by the joint Portuguese-Japanese inspection, pressured him to sell the strategic resource to the Great Chinese Union. He Xian acted out a scene of intense rage, publicly declaring he was ending his friendship with He Hongshen for the betrayal.
Wang Qizheng, convinced he had the upper hand, offered to sign a secret contract and backdate it by three days, which would legally shield He Xian from charges of concealing strategic materials. While He Xian was leading Wang Qizheng into his trap, the situation for the Brotherhood grew darker. Liang Zhong had been captured and subjected to brutal torture but refused to speak. The traitor "Water Ghost" then helped the Japanese agents track down Liang Zhong’s five-year-old grandson.
When they brought the child in and threatened to mutilate him, Liang Zhong finally broke down. To save his grandson, he began to reveal scattered details about the guerrilla organization. He Xian took Wang Qizheng to a warehouse to verify the goods and finalized the transaction. After Wang Qizheng pressed his thumbprint onto the backdated contract, He Xian finally felt a sense of relief.
Meanwhile, Ke Zhengping once again braved the Japanese lines, carrying the unconscious Long Haishan on his back. Though Huang Gongjie and his agents nearly discovered them, Ke Zhengping eventually reached safety with the help of timely reinforcements. However, a new threat loomed as the Japanese received Liang Zhong’s confession, which detailed the participants and organizers behind the entire Macau supply line.
