He acknowledged that the Ou family's advocacy for the ban was driven by self-interest and that lifting it was in the nation's best interest, offering a solution to smuggling and a way to replenish the treasury. Separately, Lin Shixian argued the merits of lifting the ban to Marquis Jingyuan, but the Marquis was dismissive and did not divulge his family's illicit trade interests.
