Li Chengze came to discuss a plan to deal with Fan Xian with Li Yunrui. Li Yunrui thanked him for not revealing Lin Gong’s murder during Lin Wan'er’s wedding. Li Chengze saw that Qing Di valued Fan Xian greatly—even if he disrupted the marriage between Lin Wan'er and Fan Xian, Fan Xian still managed to take over the treasury authority.

He intended to use the murder of Lin Gong as a bargaining chip at a crucial moment of life and death. The owners of the major shops in the capital received Fan Xian’s invitation and misunderstood that he was planning to split the twenty million silver among them, so they went to report Fan Xian to the Imperial Censorate. The shop owners agreed only to give wedding gifts. The censors at the Imperial Censorate were eager to go to Cangshan and arrest Fan Xian for corruption, while He Zongwei stayed silent in a corner.

He Zongwei gave Fan Sizhe a secret letter for Fan Xian, revealing the censors’ plan to arrest him. Fan Xian decided to issue treasury bonds and asked Fan Sizhe to explain it to the shop owners. Fan Sizhe, worried he couldn’t convince them, wanted to go home to get the plaque gifted by Qing Di and asked Fan Xian to speak to them first.

Fan Xian gathered the shop owners, first clarifying he would not accept wedding gifts, and then began to persuade them by explaining the value of wealth and the prospects of the treasury. He prepared twenty million in treasury bonds for the owners to purchase voluntarily. Meanwhile, Wu Zhu called Fan Ruoruo to his old residence, intending to teach her how to use a sniper rifle to help Fan Xian against the Great Grandmaster in the future.

Fan Xian spoke eloquently, but the shop owners thought he was finding new ways to impose levies and refused to cooperate, so Fan Xian let Fan Sizhe speak instead. Fan Sizhe explained the benefits and long-term value of treasury bonds in simple terms and brought out the plaque from Qing Di as a guarantee, yet the owners remained doubtful.
