Qu Bo brushed it off, recalling Lin Yi's remark that Guo Xiaowei's biggest flaw was his excessive loyalty. As a gesture of acceptance, Guo Xiaowei prepared Lin Yi's empty bunk for Qu Bo, officially welcoming him to Blue Lightning, a sentiment echoed by the entire team. Yang Shu credited Ning Meng for her transformation and explained that she cheered for Qu Bo in return for his support during her own difficult competition. Later, in a meeting with her subordinates, Wu Mei confirmed that a light-controlled bomb had been installed and scheduled to detonate at the opening ceremony. She informed them that the hotel where Ozzie was staying had banned all electronic devices. Wu Jie tried to present his own plan, but Wu Mei cut him off, announcing that Third Brother was now in charge of the assassination of Ozzie and the convention center bombing.

Wu Jie questioned Third Brother's identity, complaining that he had never shown up. Wu Mei revealed that Third Brother had been with them all along, pointing to Zhu, the butcher. Wu Jie, shocked, instinctively drew his gun, but Wu Mei commanded him to stand down and ordered him and everyone else to obey Third Brother unconditionally. The armed police department prepared for the Global Energy Conference, emphasizing its significance for national image and economic development.

They confirmed that S Group was indeed planning to assassinate Chairman Ozzie and that Wu Mei, a world-renowned free-fighting champion, was likely involved. Qin Guan presented a detailed security plan developed in cooperation with various departments, covering hotel assistance, evacuation routes, and overall security. Blue Lightning members, including Qin Guan and Ning Meng, would infiltrate the hotel under fictitious identities, posing as organizing committee members and hotel staff in key areas, while plainclothes police provided additional security.

The plan also involved comprehensive electronic surveillance, inspection vehicles, combat drones for high-angle support, and strict control over all hotel entrances, exits, and communications. Chairman Ozzie and his wife arrived at the hotel and were formally greeted. Inside, Wu Mei's operatives, disguised as hotel staff, attempted to move through the building but were quickly intercepted by the vigilant armed police, who had established strict floor-by-floor control.

The terrorists exchanged information, confirming the police and armed police deployment was very tight, with constant changes in personnel and posts.
