Commissioner Bai also told Zhan Junbai that Jiang Yuelou had contacted him after leaving the mental hospital. Meanwhile, Jiang Yuelou suspected that Zhan Junbai was growing suspicious of him, but he refused to evacuate.
He planned to systematically dismantle Zhan Junbai's planned uprising by targeting his weapons, soldiers, and the support of the people, since exposing Zhan Junbai through the newspapers was not feasible due to a lack of conclusive evidence, Zhan Junbai’s positive public image, and the presence of Zhan Tianqing’s army outside the city. Elsewhere, Zhan Junbai instructed Chu Min to deliver a letter to Chu Ran’s apartment, slipping it under the door. Zhan Junbai also inquired about Fu Cheng's condition.

Chen Yuzhi refused, asserting that he would never betray Jiang Yuelou, and turned to leave. Zhan Junbai’s men then brought Ke Ying, who called out to Chen Yuzhi, from what appeared to be a train. Zhan Junbai forced Chen Yuzhi to choose between his sister’s life and Jiang Yuelou’s. Chen Yuzhi questioned Zhan Junbai about when he had found Ke Ying.
Zhan Junbai revealed that he had found her even before the car explosion that supposedly killed the fake Ke Ying. He admitted to meticulously planning everything since then, including using the fake Ke Ying to deceive Jiang Yuelou and employing assassins as a diversion to sow discord between Chen Yuzhi and Jiang Yuelou. As Jiang Yuelou was receiving a newspaper, he spotted a coded message and realized Chen Yuzhi was attempting to contact him.
He incapacitated the waiter, changed into his uniform, and managed to evade surveillance to meet Chen Yuzhi. Zhan Junbai and his snipers watched from a distance. As Jiang Yuelou struggled to take the gun from him, Sun Heying fired a shot, striking Jiang Yuelou in the back. Gravely wounded, Jiang Yuelou managed to convey the crucial uprising date—New Year's Eve—to Chen Yuzhi, then plunged into the river. Zhan Junbai and his men arrived, with Zhan Junbai ordering them to find Jiang Yuelou. He then asked Chen Yuzhi what Jiang Yuelou’s last words were.
Chen Yuzhi responded that Jiang Yuelou said, "A life for a life, it's even." Zhan Junbai allowed Chen Yuzhi to leave with Ke Ying, warning them never to return to Jingcheng. Meanwhile, Chu Ran saw the coded message in the newspaper and rushed to the meeting location. She found a pool of blood but no one else.
Zhan Junbai reported to Zhan Tianqing that Jiang Yuelou was "dead" and detailed his plan for the New Year's Eve uprising: attacking from the East Gate, prison inmates inciting a riot at 5 PM with Commissioner Bai's passive support, and Sun Heying leading the Jinma Hall to seize key city strongholds and cut off communications. He cautioned Zhan Tianqing to be mindful of Mayor Cai’s suspicions. Later, Chen Yuzhi met Ke Ying, who was released to him by Qiu Ming. Qiu Ming provided them with two train tickets to Suzhou, and Chen Yuzhi and Ke Ying boarded the train, leaving Jingcheng behind.
