Ning Meng's spirits immediately lift, and she promises to find a suitable place for it, ensuring it won't be confiscated again. She reflects on Captain Qin Guan's quiet acts of care for her.
Captain Zhao observes the growing bond between Qin Guan and Ning Meng, prompting him to caution Qin Guan about maintaining proper distance from his female soldiers. He highlights Qin Guan's age and superior rank, and with the important Operation Lightning mission looming, deems his constant interactions with female soldiers inappropriate. Captain Zhao reveals that people are gossiping about Qin Guan, warning him that "gossip is a fearful thing" and urging him to be mindful of his influence.
Qin Guan ponders these words. Feeling unsettled by Captain Zhao's warning, Qin Guan seeks advice from the commissar regarding a personal matter. The commissar, along with the detachment leader, expresses relief that Qin Guan is finally addressing his personal life and eagerly offers their full support. However, the commissar mistakenly assumes Qin Guan is interested in Wen Jing, praising her as a perfect match due to their similar age, positions, and strong working relationship.
He even notes her care for Qin Guan's father and offers to speak to Wen Jing on Qin Guan's behalf. Alarmed, Qin Guan stammers that he needs more time to consider, using his heavy workload as an excuse. The commissar reluctantly lets him go, still encouraging him to consider Wen Jing. At the final tactical exchange meeting, Tong Mengyao requests to participate, a request granted by the Chief of Staff. During the discussion, Ning Meng presents her new tactic.
Tong Mengyao raises a strong dissenting opinion, criticizing Ning Meng's tactics as outdated and meaningless, arguing they are based on an old case and would be useless against modern high-tech equipment. Ning Meng counters, asserting that human initiative, not advanced technology, is the decisive factor in counter-terrorism. The two engage in a heated debate. To resolve their disagreement, the Chief of Staff proposes a mock confrontation based on a past hostage incident.
Tong Mengyao is assigned to the guidance team, representing the terrorists with high-tech equipment, while Qin Guan leads the Blue Lightning team with low-level equipment to rescue the hostages. The exercise aims to determine whether human capabilities or advanced technology is the ultimate deciding factor. For the mock confrontation, Qin Guan instructs Ning Meng and Chen Haozhe to lead teams to the school's front and back entrances, respectively.
Their task is to activate signal shields to create a diversion and confuse the "terrorists" about their main attack direction. Meanwhile, Qin Guan, without high-tech equipment, will covertly infiltrate the school and use gunfire as a signal for a synchronized attack. During the exercise, Tong Mengyao quickly detects and takes control of a reconnaissance drone from Blue Lightning. However, Du Xinyu activates a signal shield, temporarily obscuring Tong Mengyao's view.
As Tong Mengyao works to decrypt the signal, she notes to Instructor Li that Qin Guan is missing from their monitors. Suddenly, Qin Guan, having successfully infiltrated, opens fire, catching the guidance team by surprise. Concurrently, Qu Bo, a soldier from another unit, complains to his teammates about their lack of advanced equipment compared to Blue Lightning.
Captain Zhao overhears his remarks and punishes Qu Bo and his comrades by ordering them to push a training plane, reminding them that Blue Lightning members possess specialized skills that transcend equipment. Blue Lightning ultimately wins the mock confrontation. The Chief of Staff announces the successful completion of the new equipment installation mission and the productive tactical exchange meeting. On behalf of the detachment party committee, he thanks all the instructors for their hard work.
One instructor jokingly remarks that they were "tortured" by the Blue Lightning team and suggests they should "torture" Commander Qin Guan next time. At the military base, a young woman named Pan Xiaorou attempts to gain entry by claiming to be Chen Haozhe's fiancée. Chen Haozhe arrives and clarifies that Xiaorou is his childhood neighbor, whom he has always treated like a sister.
Xiaorou, who has recently moved to Yanzhou for work, came to see him, bringing gifts from his mother and a suit she bought for him. Chen Haozhe initially tries to refuse the suit, but eventually accepts all the gifts after she insists. Meanwhile, Guo Xiaowei and Lin Yi observe from their dorm, excitedly gossiping about Chen Haozhe's "fiancée." Later, they confront him, playfully teasing him that his "neighbor sister" is actually his childhood sweetheart.
Qin Guan is informed that the female terrorist he captured during the June 18 incident has requested to see him. She expresses deep repentance, thanking Qin Guan for giving her a second chance at life and the possibility of seeing her child again. As atonement, she reveals the location of the Treasure Gathering Group's lair. Following this intelligence, the public security department successfully annihilates the group, and Qin Guan is credited for his role.
However, the detachment leader informs Qin Guan that six terrorists, led by Wang Shasha, escaped before the raid. These terrorists have since joined the S Group and are secretly escorting a batch of goods. Concurrently, Wu Mei, a high-ranking member of the S Group, dispatches three elite operatives—"Flying Tiger," a Sanda champion; "Water Rhino," a mercenary sniper; and "Cheetah," a close-quarters combatant—to her brother, Wu Jie.
She warns Wu Jie that his men must follow her operatives' orders, sternly reminding him that his past failures would have led to severe repercussions if he weren't her brother. The Blue Lightning team is deployed to intercept Wang Shasha's armed terrorist group in a western suburban forest. As Blue Lightning approaches, Wang Shasha's group spots them and initiates an ambush with powerful weapons.
Wang Shasha orders some of her men to create a diversion while she and others split up to escape. Qin Guan orders his teams to suppress the enemy and advance into the forest. Qin Guan, Ning Meng, and Chen Haozhe each lead a separate team to pursue the scattered terrorists. Soon, Chen Haozhe's team is pinned down by a professional sniper, and he requests support.
Qin Guan assures him the sniper will be taken care of, but emphasizes that Chen Haozhe's team must not let Wang Shasha escape. Seeing Wang Shasha flee, Xu Dongdong immediately gives chase, with Lin Yi close behind. Chen Haozhe later reports that the terrain is too complex for drones to track the sniper, but he has transmitted the sniper's location image.
