During the political discussions between the Three Central Offices and Canxing, a proposal was made to dismiss Ge Qing and appoint Zichuan Ning as the head of the Supervision Bureau. Canxing understood that Xiao Canshi’s suggestion was motivated by Zichuan Ning’s lack of experience, making her easy to manipulate. Moreover, if anything went wrong, the family heir would bear the responsibility, allowing the Three Central Offices to distance themselves at any time.
However, since the Three Central Offices were also responsible for overseeing the ruler’s conduct, they cited Yang Minghua’s precedent to pressure Canxing. Canxing attempted to refuse on the grounds of Zichuan Ning’s inexperience, but tensions ran high. Seizing the opportunity, Ma Wei stepped forward and proposed that Ge Qing serve as deputy head to assist the inexperienced Zichuan Ning. Left with no choice, Canxing agreed. Luo Minghai was furious at the Three Central Offices’ arrogance.

Zichuan Xiu, wearing his mask, spotted Liu Fengshuang and quickly removed it to greet her, claiming he was one of the Lord of Light’s followers who had come with him. Liu Fengshuang requested to meet the Lord of Light, so Zichuan Xiu once again had Luo Jie impersonate him. In front of Liu Fengshuang, Li Nong and A Ze deliberately petitioned "the Lord of Light" for increased military pay and benefits. As "the Lord of Light" agreed, Zichuan Xiu’s heart bled. Liu Fengshuang shared the dragonkin’s plight, hoping for the Lord of Light’s assistance.
The Lord of Light assigned the task to Zhang Asan, but Liu Fengshuang, observing Zhang Asan, began to suspect that he was the true Lord of Light. Luo Minghai submitted a memorial proposing that bereavement funds be distributed first. However, Zichuan Ning believed priority should be given to treating the sick rather than the deceased. Ge Qing, however, argued that failing to issue the funds immediately would escalate tensions and render the Supervision Bureau ineffective.
While the sick needed care, their caretakers were too occupied to protest, whereas the bereaved families were the most vocal. Heartbroken at her inability to help the bedridden, Zichuan Ning recognized Ge Qing’s reasoning and reluctantly signed off. Riots erupted again in the capital, this time on a larger scale. Di Lin prepared to make an example of the instigators, but Si Yilin stopped him, arguing that the people were merely voicing their grievances—speech should not be met with execution.
Di Lin conceded, ordering the crowd to be pacified without harm. The rioters comprised diverse groups—refugees, grieving families, and even desperate outlaws. Zichuan Ning insisted on addressing them personally, despite Canxing’s reluctance, fearing for her safety. Yet Zichuan Ning pleaded to fulfill her duty, and Canxing relented, entrusting her to Ma Wei’s care. Outside, Zichuan Ning grew nervous, unsure how to proceed.
Ma Wei had prepared notes for her, assuring her they would help her navigate the situation and showcase her leadership. Slightly reassured, Zichuan Ning stepped forward—only to be met with jeers. The crowd accused Canxing of cowardice for sending a mere girl in his stead, and objects were hurled at her. Panicking, Zichuan Ning nearly retreated, but Ma Wei steadied her and whispered that she must not back down. Suddenly, Zichuan Ning recalled a childhood conversation with Zichuan Xiu.
When she had sprained her ankle, he pretended to injure his own, teasing that he didn’t want to carry her. Drawing strength from the memory, she pressed forward into the crowd. Despite being pelted, she discarded Ma Wei’s notes and spoke from the heart, empathizing with the people’s suffering. She apologized sincerely, promised reparations, and vowed to protect the Zichuan family’s legacy. She reminded them that their fight should be against foreign invaders, not each other.
Moved, the crowd rallied behind her, chanting for unity against external threats. Di Lin and others soon joined Zichuan Ning, pledging military funds and support to overcome the crisis together. Canxing was delighted by Zichuan Ning’s success. Though Ma Wei felt the Minister of Military and Legal Affairs had overstepped, Zichuan Ning believed results mattered most. On the way to the Supervision Bureau, Ma Wei bought her a basket of flowers as encouragement for conquering her fears.
Later, Di Lin approached Luo Minghai with an offer to collaborate in investigating the Three Central Offices. Luo Minghai hesitated, fearing Di Lin would claim all credit.
