As the Xiuli Empress Dowager, Chu Qiao begins her reign in Biantang by implementing a series of radical reforms aimed at social justice. She issues a formal decree to abolish the slave system and ban the slave trade, ordering the unconditional release of all slaves held in prisons. To ensure these women have a future, she establishes Yuequn Hall in Tangjing, a dedicated institution where freed female slaves can learn martial arts, tea ceremonies, and various survival skills.

This initiative aims to provide them with a sustainable livelihood independent of their former masters. However, these changes met immediate and fierce resistance from the nobility. Princes and officials at court submit multiple memorials daily, protesting the loss of their property and interests. Chu Qiao remains steadfast, observing that the very ceremonial robes she wears were once the product of agonizing labor by female slaves.

She realizes that while Biantang appears prosperous on the surface, its foundation was built on human exploitation, a cycle she is determined to break. During a low-profile excursion through the streets, Chu Qiao notices a suspicious woman wearing a bamboo hat. The woman, identified as Linlang, approaches under the guise of selling flowers before lunging at Chu Qiao with a concealed dagger. Chu Qiao easily disarms and captures her.

Linlang reveals she was a spy trained by Zhan Ziyu and had served as an informant in the Crown Prince's mansion. She blames Chu Qiao for the death of her master, which left her and her fellow female spies with no purpose and no home, fearing they will wither away without the ability to marry or support themselves. Chu Qiao follows Linlang to a residence housing other displaced women.

When offered roles as instructors at Yuequn Hall, the women are skeptical, believing that their only value lies in their beauty and that marrying into wealth is their only path to security. To address this, Chu Qiao gathers portraits of eligible noble bachelors in Tangjing. However, after filtering out those who are abusive, disabled, or addicted to gambling and alcohol, only thirty-five remain.

Dismayed by the unappealing options, the women realize that relying on men is a gamble they might lose. Chu Qiao then presents them with the deed to a tavern once owned by Li Ce, promising them that if they manage the business well, the profits will belong to them. Empowered by the chance to be their own bosses, the women eagerly accept.

In Ximeng, the King’s tyranny reaches new heights as he forces laborers to mine black gold in the freezing mountains. When horses die from the cold, he cold-bloodedly orders the use of more slaves, claiming that fifteen human lives are worth a single horse. He reprimands the Queen of Lingyue for the slow progress and her failure to provide Zhuge Yue’s corpse.

To break her spirit, the King brings out the former King of Lingyue, who has been reduced to a madman groveling for food. The Queen is forced to confront the devastating reality that her previous surrender to Ximeng failed to protect her tribe, as they are now being used as expendable labor in the mines. Public resentment in Ximeng is redirected toward the Queen of Lingyue, who is branded a sorceress and a traitor.

As she is pelted with stones by a mob and prepares to accept her death, Zhuge Yue intervenes. Despite being severely weakened by Snow Blood poison, he fights off the soldiers and rescues her. They retreat to a hidden sanctuary in the woods, where Zhuge Yue frequently collapses and coughs up blood. The Queen of Lingyue, recognizing his sacrifice, tends to him, though she knows the poison is terminal without an antidote from the King of Ximeng.

Back in Biantang, Chu Qiao grows restless as twenty-three days pass without news of Zhuge Yue. She seeks out the physician Fang Miaomiao, who uses a turtle shell divination to confirm her fears: Zhuge Yue is dying. Realizing she must act, Chu Qiao entrusts the affairs of Biantang to Grand Tutor Liu and General Sun. She meets with He Xiao, dividing the Xiuli Army’s tally between them to ensure the military remains loyal during her absence.

She instructs them to watch over the court and protect the young Emperor while she departs for Ximeng. Following the guidance of a blood pigeon and accompanied by the physician Ba Ze, Chu Qiao arrives in Ximeng and locates the hidden courtyard where the Queen of Lingyue is hiding. She initially misunderstands the Queen's actions when she sees her using a knife on Zhuge Yue, but she soon learns it was an attempt to bleed out the poison.

The courtyard, once a hunting lodge for the Queen and the former King of Lingyue, is marked with the green-eyed bird carvings of their tribe. Chu Qiao confronts the Queen, demanding to know the King of Ximeng’s weaknesses. Although the Queen of Lingyue reacts with hostility and warns Chu Qiao to stay quiet, Chu Qiao remains focused on securing the antidote to save both Zhuge Yue and the imprisoned King of Lingyue.
