Executive Zhan expressed hope that Chen Yuzhi was reliable, and Jiang confirmed his trust in Chen.

The charity fundraiser commenced with children singing. Song Rong and Sun Yongren were also present, disguised as waiters. Chen Yuzhi, the event's organizer, welcomed everyone, explaining that the funds raised would primarily support Cian Primary School and subsidize schooling for refugee children. Chief Zhao Jingming of the Taxation Department then took the stage to deliver a short speech, advocating for daily good deeds and self-reflection. However, Jiang Yuelou unexpectedly made an appearance, stopping Chief Zhao as he concluded his speech.

Jiang Yuelou apologized to the public for the prior killing but firmly stated he never unjustly kills an innocent person and was grateful to have someone who trusted him wholeheartedly.

Chief Zhao vehemently denied the accusations, demanding evidence. At that moment, Wang Meng from Jinma Hall stepped forward, identifying Chief Zhao Jingming as San Ye. Suddenly, an unknown assailant shot Wang Meng. Jiang Yuelou swiftly gunned down the attacker. Chief Zhao initially seemed confused, but then, with dawning horror, he realized Executive Zhan was the true San Ye and that he had been a planned scapegoat all along. Executive Zhan chillingly confirmed this, recounting how he personally orchestrated Wu Shuwei's death and even designed Chen Keying's demise. Executive Zhan further taunted Chief Zhao, asserting that he operated without leaving any evidence, ensuring Zhao would never have known his true identity without being told.

He then offered Chief Zhao a deal: take full responsibility for all the crimes, and Executive Zhan would ensure the safety of the Zhao family and Zhao Moqing. Outside, Zhao Moqing, still holding the gun, confronted Jiang Yuelou, demanding her brother's release and threatening to die if he refused. Jiang Yuelou callously invited her to shoot, dismissing her threat as irrelevant to him and stating her life or death had no bearing on him.

Zhao Moqing also accused Jiang of shooting her. Having accepted Executive Zhan's terms, Chief Zhao Jingming confessed to being San Ye. When Jiang Yuelou returned, Commissioner Bai praised Jiang Yuelou for successfully closing the case and announced his intention to submit it to the committee for swift sentencing. Noticing Jiang Yuelou's subdued reaction, Commissioner Bai suggested he was overworked and granted him a week's holiday to rest.

Desperate, Zhao Moqing then sought help from Commander Zhan, begging him to save her brother's life. She offered him control of all the Zhao family's businesses and, in a final act of desperation, offered herself as his concubine if he would persuade the committee to release her brother. Commander Zhan, intrigued, confirmed her sincerity and agreed to intervene. Later, Jiang Yuelou and Chen Yuzhi met for wontons. Jiang Yuelou commended Chen Yuzhi's excellent cooperation during the fundraiser.

Jiang then cryptically asked Chen Yuzhi if it was "too late to be treated now."
