Zhang Yi'ang and Li Qian arrive at the Sanjiangkou Public Security Bureau to investigate a report letter suggesting that the death of former chief Lu Zheng was a premeditated murder rather than a traffic accident. Their arrival is met with immediate friction; many officers, resenting a newcomer taking a deputy chief position they coveted, act uncooperatively.

Chief Qi Zhenxing welcomes Zhang, but veteran officers like Detective Captain Ye Jian and Deputy Captain Wang Ruijun claim to have the flu to avoid working with him. Consequently, Qi assigns a rookie, Song Xing, to be Zhang's sole assistant. Across town, Zhou Rong, chairman of the Rongcheng Group, celebrates his birthday with local real estate magnates. Lang Bowen presents a cake modeled after the Eastern New City development, signaling the group's ambition to dominate the project.

However, the mood shifts when Hu Jianren reports Zhang Yi’ang’s appointment. Zhou becomes visibly anxious, realizing Zhang is the same man who once worked in the provincial "Old Cadre Office" and is known for the "doubt of doubts" philosophy. Zhou's worry deepens when he receives a message from his childhood friend, Ye Jian, stating he cannot attend the party. Zhang Yi’ang eventually meets with Ye Jian and Wang Ruijun, who are pretending to recover from their illness in the office.

Zhang explains that he is there to verify new claims regarding Lu Zheng’s case. Ye Jian is openly skeptical and mocking, noting that Zhang’s "doubting the doubt" quote has become a joke within the bureau. Believing Zhang is merely using his mentor's death to revive his career after years in a "retirement" office, Ye Jian ensures Zhang receives minimal departmental support.

Meanwhile, two fugitives from the recent gold shop robbery struggle to find a place to stay because they lack identification. After being turned away by legitimate motels, they bribe the owner of a "love hotel" to stay in a room with a motorized waterbed. The following day, they take their stolen goods to Zheng Yongbing, an independent antique collector.

Zheng is wary due to the recent robbery in the provincial capital, but the sight of a valuable jade statue tempts him into negotiating a price despite the high risk. At the bureau, Zhang’ang finds his investigation deliberately hampered. The archive room is conveniently closed for a "fire safety upgrade," but Song Xing manages to locate the Lu Zheng case files hidden in a warehouse.

Zhang focuses on a specific detail: the driver who was blinded by high beams during the fatal accident. He calls in the owner of the "flagship SUV" involved that night. The driver dismisses any foul play, arrogantly claiming his automatic lighting system simply malfunctioned in the rain and insisting the event was a harmless coincidence. Despite his outward hostility toward Zhang, Ye Jian is secretly haunted by his mentor’s death.

Driven by a policeman's instinct, he reviews the original surveillance footage late at night. He notices a man holding an umbrella, standing unnervingly calm at the crash site. When he catches a glimpse of a distinctive watch on the man's wrist, he recognizes it immediately. Suspecting his inner circle, Ye Jian calls Zhou Rong and demands a meeting, asking pointedly where the businessman was on the night Lu Zheng died.

To clear his schedule for the meeting with Zhou Rong, Ye Jian asks Zhang Yi’ang to take his place leading a city-wide DUI operation, claiming his flu has worsened. Zhang, eager to prove his capability and build rapport with the local officers, agrees to oversee the checkpoints. As Zhang leads the bureau in stopping cars across Sanjiangkou, Ye Jian waits at a secluded meeting spot. Suddenly, a vehicle with obscured plates appears, blinding Ye Jian with its high beams. Before he can react, the driver accelerates, striking the detective and leaving him in a pool of blood.
