Frustrated, Wang Shi'an decided to employ a war of attrition, ordering continuous overnight interrogations without torture, while secretly monitoring Lin Nansheng’s movements.
Wang Shi'an, believing his intelligence about Ji Zhongyuan being a high-ranking officer was reliable, wanted to use the shortest amount of time to force a confession. Lin Nansheng, forced to sit opposite the interrogation room, found himself increasingly agitated, trying to suppress his unease. He waited until Wang Shi'an took over his shift, giving him a chance to return to his office and strategize a way to rescue Ji Zhongyuan.
Meanwhile, after several days without contact from Ji Zhongyuan, Zhu Yizhen sensed something was wrong and promptly sent a telegram to her organization, requesting them to verify his situation. Wang Shi'an was intent on an all-night interrogation, using materials from his own investigation to press Ji Zhongyuan, when Meng Annan called. Meng Annan, who had previously contacted Wang Shi'an only after Ji Zhongyuan's arrest, agreed to meet Wang Shi'an and set the location.
At their meeting, after Meng Annan was cautiously checked for dangerous items, Wang Shi'an appeared. Meng Annan, acknowledging Wang Shi'an's role in his return, presented a watch from Chen Mo Qun, claiming Chen Mo Qun's death was an accident. He demanded to be fully reinstated in the State Secrecy Bureau with a clear identity and the rank of major, insisting he should not be labeled a traitor for having worked under Chen Mo Qun.
Wang Shi'an promised to help him achieve his desired rank and position, but in return, he pressed Meng Annan to confirm Ji Zhongyuan's true identity. Meng Annan, wary of Wang Shi'an's trustworthiness, wanted to secure his reinstatement first, leading to a stalemate.
Wang Shi'an, leveraging his knowledge of Meng Annan's past from Germany and the story of the watch, compelled Meng Annan to return to Zhu Yizhen’s side to await a new contact, promising him even greater rewards if he could help catch a "bigger fish." Despite Meng Annan's strong reluctance to return to his deep cover, Wang Shi'an’s implicit threat of exposing his past forced him to concede.
To create an opportunity for a private conversation, Ji Zhongyuan orchestrated a scene in the interrogation room. He asked Secretary Zhang for a cup of hot water, then deliberately splashed it on him. Lin Nansheng, feigning anger, used Ji Zhongyuan's feigned faint as an opportunity to have him sent to the infirmary. After the doctor confirmed Ji Zhongyuan had merely fainted and Lin Nansheng sent everyone else away, the two finally spoke alone.
Lin Nansheng informed Ji Zhongyuan that Wang Shi'an's spy had tipped him off, but they only suspected Ji Zhongyuan was a high-ranking officer, unaware of his true identity as Fisherman. Ji Zhongyuan dismissed any rescue attempts, revealing a far more critical mission: to retrieve vital intelligence about the Huaihai campaign from General Rong of the Ministry of Defense.
Ji Zhongyuan explained that he had recruited General Rong to the Communist Party in 1936, and after twelve years of inactivity, General Rong had contacted him to deliver decisive intelligence during his three-day visit to Shanghai for a Beijing-Shanghai District garrison headquarters meeting. As Ji Zhongyuan had missed his appointment due to his arrest, he tasked Lin Nansheng with obtaining the intelligence, emphasizing its importance to the nation's future.
Since General Rong would only recognize Ji Zhongyuan, a special plan was needed to establish Lin Nansheng's credibility. Ji Zhongyuan’s plan involved luring Wang Shi'an out of the station with a false confession. Lin Nansheng was then to arrange for someone to fire a single shot "at Ji Zhongyuan" in front of Ciro’s Night Club. This planned shot, which would be perceived as an assassination attempt by Wang Shi'an's men, would attract public attention and reporters, ensuring photos were captured.
This public display of Ji Zhongyuan being targeted would convince General Rong that Ji Zhongyuan was compromised and unable to attend their meeting, thus making him trust Lin Nansheng. Ji Zhongyuan stressed that both he and Lin Nansheng could sacrifice themselves, but the intelligence must not be lost. He also instructed Lin Nansheng, if exposed, to take Zhu Yizhen to the Northeast Liberated Zone via Route 5, and to never reveal General Rong’s identity.
Lin Nansheng, struggling to find a suitable sniper, called Lan Xinjie to the military intelligence bureau under the pretense of a relapse, asking her to bring medicine. He then urgently explained the dangerous mission. Despite her lack of military training, Lan Xinjie, after an emotional conversation where she confessed her deep care for Lin Nansheng, accepted the task, understanding the immense risks involved.
She resolved to fire one shot at the lamp post at Ciro's Night Club at 4 PM, then retreat without being seen. Wang Shi'an, returning from his meeting with Meng Annan, observed Lin Nansheng and Lan Xinjie from a distance, but was unaware of their actual conversation.
Upon his return, Meng Annan tried to explain his earlier absence to Zhu Yizhen, claiming he had tried to pawn his watch for goods, but no one wanted it because it lacked a second hand. Zhu Yizhen, who had noticed the watch was missing from its drawer, questioned Meng Annan about it upon his return, reminding him to keep such a gift from his benefactor properly. Meng Annan insisted that times had changed, and what mattered was remembering the person.
Later, Ji Zhongyuan, sensing the time was right, requested to speak with Wang Shi'an alone. He "confessed" his identity as Cong Zhi Yuan, the leader of the East China Bureau's labor movement group, and then strategically revealed that the "Fisherman," the top leader of the Urban Work Bureau in Shanghai, would meet him at the entrance of Ciro's Night Club at 4 PM. He hoped this false confession would trick Wang Shi'an, thereby paving the way for Lin Nansheng's mission with General Rong.
