In 2015, He Xiaohe leads a police raid on an illegal internet cafe in Yuanlongli, arresting the owner as a key suspect. However, Captain Qu Dahai of the special task force arrives and takes over the case. Xiaohe’s father, He Yuanhang, is outraged that his daughter is being sidelined after finding a lead. He confronts Qu Dahai, citing the "Tremaux Algorithm" once used by his late apprentice, Ran Fangxu.
Qu Dahai lashes out, blaming He Yuanhang’s past behavior for Ran’s death. The emotional weight of the accusation causes He Yuanhang to suffer a medical episode, during which he hallucinates Ran Fangxu’s presence. Back at the station, Qu Dahai receives orders to merge several cases into the "Five Teenagers Case." Despite his earlier harshness, Qu eventually relents under pressure from He Yuanhang, who uses his "conversations" with the late Ran Fangxu as a shield.
Qu grants He Xiaohe special permission to assist with the investigation of Han Zi’ang’s case, provided she reports all actions to the task force. The story shifts back to 2002 during the World Cup. Ran Fangxu and He Yuanhang are investigating the disappearance of Xu Zhihong and his daughter, Xu Meng. They learn that a resident named Wu Shanlong does part-time electrical work for the building's property manager, Qian.
Other residents, including Qiao Suqing, complain of a creepy "gaze" at night and notice that women's shoes and clothes frequently go missing. Ran Fangxu enlists Qiao Suqing's help and uses a camera to find a hidden pinhole lens Wu installed in her room. Simultaneously, He Yuanhang tracks down a former associate of a fugitive criminal. The man reveals that in 1997, Wu Shanlong approached a thug named Wolfie to "do away with" the Xu family.
When the thug failed to act, Wu later boasted that he had handled the matter himself. Realizing Wu is the killer, He Yuanhang and Ran Fangxu coordinate a sting operation. To flush Wu out, they have Manager Qian cut the power to the building, much to the annoyance of residents trying to watch the China vs. Brazil World Cup match.
Wu Shanlong realizes the police are closing in and flees his room, which is filled with stolen high-heeled shoes and silver coins. He Yuanhang finds a stool still warm from the suspect's presence, sparking a high-stakes chase through the building and into the underground garage. In the chaotic struggle, Wu attempts to ambush the officers but falls from a height, dying instantly after being impaled by steel rods.
He Yuanhang is also gravely injured when a steel rod pierces his lung and breaks his ribs. At the hospital, He Yuanhang eventually wakes up. Ran Fangxu informs him that forensic evidence found in Wu’s bathroom—human bone fragments matching Xu Zhihong and skin flakes in a pair of blue heels matching Xu Meng—confirms Wu as the murderer. Ran explains the motive: Wu had a physiological defect that fueled a twisted obsession with women.
He had targeted Xu Meng and tricked the family into a "staged disappearance" to escape debt, only to murder them when they resisted his attempts to possess her. As He Yuanhang recovers, his wife, Sun Yun, presents him with a divorce agreement, intending to take Xiaohe to the provincial capital for a fresh start. However, Xiaohe stubbornly refuses to leave her father or her "rock and roll career" in Weiyang. Sun Yun eventually leaves alone, granting He Yuanhang custody.
Ran Fangxu later visits to present He Yuanhang with a Second-Class Merit for his role in solving the Xu family case. Deeply moved, He Yuanhang teases his apprentice but ultimately tells him to get back to work at the station.
