The drama tells the true story of Emperor Kangxi who, in order to control the flooding of the Yellow River, promoted Chen Huang and Jin Fu, the two most capable men in water management. After half a century of hardship and turmoil, the ruler and his ministers gradually put an end to the flooding of the river, leaving behind a legacy of great achievements that will be celebrated for generations to come.
