Following the successful neutralization of some targets, Chen Haozhe blew open a door, but Ma Ming escaped through the building's ventilation channels. Qin Guan immediately ordered his team to pursue, while Tong Mengyao tried to locate Ma Ming using the office building's structural plans, noting that the extensive ventilation system made it impossible to predict his exit point.
Ning Meng, delighted to finally participate in an important mission, heard a teammate comment that Qin Guan was protecting her due to her unhealed foot injury, but she dismissed it and urged everyone to follow her lead. Inside the ventilation system, Guo Xiaowei and Chen Haozhe discovered Ma Ming's bag, a trick intended to mislead them, and wisely retreated. Outside, armed police arrived, causing Wu Jie and Li Li to flee.
Ma Liang, however, stayed behind, determined to save his brother Ma Ming. Ma Ming, now in the underground parking lot, contacted Ma Liang, who provided detailed directions over the phone: 50 meters left, then a right turn at the second pillar, then another 60 meters left to a manhole cover leading into a flood discharge channel.
Ma Ming expressed anger that "Li" (Li Li) had abandoned him, and Ma Liang confirmed they were now on their own, prompting Ma Ming to vow revenge on "her." Meanwhile, Ning Meng, Li Sisi, and Xu Dongdong tracked Ma Liang to a residential building. They raided the location, but Ma Liang managed to escape on a motorcycle, speeding northeast. Qin Guan instructed Ning Meng to secure the scene while Li Sisi and Xu Dongdong pursued Ma Liang.
Chen Haozhe lost Ma Ming's trail in the parking lot, and Tong Mengyao was unable to track him due to destroyed surveillance cameras. Fortunately, Ning Meng discovered a computer left behind by the terrorists. Although its screen was broken, a red dot indicated Ma Ming's initial escape route through the underground parking.
Unable to see the final destination on the damaged screen, Ning Meng relayed the precise directions for the parking lot to Qin Guan, who ordered Chen Haozhe to follow them and instructed Ning Meng to bring the computer to the command vehicle. After Ning Meng delivered the computer, Tong Mengyao successfully recovered the data, confirming that a suburban botanical garden was Ma Ming's planned exit.
Tong Mengyao also reported that the botanical garden was under renovation and closed to the public, though staff might still be present. Qin Guan immediately ordered their evacuation. He then dispatched other teams to the botanical garden but ordered Ning Meng to remain at the command vehicle, citing her foot injury, much to her disappointment. Ma Ming, having emerged from a sewer, called Ma Liang to reassure him, promising to save him once he shook off his pursuers.
At the botanical garden, Lin Yi and other team members surrounded Ma Ming, but the dense foliage made it impossible to find a suitable sniper position. Realizing his chances of escape were slim, Ma Ming called Ma Liang, urging him to run and not look back, stating he would not surrender and intended to take others with him before he died. He asked Ma Liang to burn money for him in the future.
Xu Dongdong and Li Sisi cornered Ma Liang at a chemical plant on Lin'an National Highway. Ma Liang, wielding a bomb remote, threatened to detonate more than a dozen bombs he had planted throughout the factory within 30 minutes if his brother, Ma Ming, was not safely brought to him. Believing he was bluffing, Xu Dongdong suggested rushing in, but Ma Liang detonated an initial bomb, destroying the power distribution room and plunging the entire factory into darkness.
Li Sisi immediately reported the dire situation to Qin Guan. Tong Mengyao ran a simulation, confirming that a chemical plant explosion would cause widespread pollution and massive casualties. Qin Guan instructed Li Sisi to stabilize Ma Liang and keep him calm by promising Ma Ming's imminent arrival. He then ordered Chen Haozhe to coordinate the immediate evacuation of nearby civilians by the local public security department and to request support from anti-chemical forces.
Qin Guan then headed towards the botanical garden. Ning Meng, still confined to the command vehicle, pleaded to join him but was refused. Undeterred, she secretly followed. Upon reaching the botanical garden, Qin Guan prepared to enter the dense woods to confront Ma Ming. Lin Yi cautioned against a direct approach due to the heavy cover and Ma Ming's weapon, offering to go instead. Qin Guan, however, insisted on leading.
Ning Meng, having arrived covertly, disguised herself as a crying, injured gardener with a sprained ankle. Ma Ming, hearing her cries, approached, intending to take her hostage. Ning Meng, however, seized the opportunity and skillfully subdued him. Qin Guan arrived on the scene, expressing his frustration at Ning Meng's unauthorized departure. Ning Meng defended her actions, asserting that she was demonstrating her value to Blue Lightning and was not acting out of personal heroism.
Cutting her off, Qin Guan immediately ordered Ma Ming to be transported to the chemical plant. During the journey, Tong Mengyao suggested using a drone for reconnaissance at the chemical plant, but Ning Meng and Qin Guan both agreed that the drone's noise could provoke the already unstable Ma Liang.
At the chemical plant, Qin Guan received a report from Chen Tao, the Yanzhou CID captain, confirming that the surrounding roads were sealed and all necessary support—anti-chemical forces, firefighters, and medical personnel—were in place. Qin Guan then assigned Li Guo'an, Xu Dongdong, Wang Yu, and Du Xinyu to search for and defuse bombs, while Lin Yi and Yang Shu were tasked with finding sniper positions, with strict orders to prevent Ma Liang from pressing the detonator.
Zhuang Qian reported that Ma Ming's wound had been treated, and he had been sedated and would remain unconscious for three hours. Guo Xiaowei and Chen Haozhe were positioned for flanking maneuvers, ready to storm the control room. Qin Guan, facing Ma Liang at the control room door, announced that Ma Ming had been brought. Ma Liang, however, demanded to see his brother alive. Snipers reported they were in position but could not get a clear shot.
Qin Guan then had Ma Ming brought forward, making him gasp for air to prove he was alive, hoping to create an opportunity for the snipers while talking to Ma Liang. But the snipers remained unable to fire due to an unclear line of sight. Ma Liang then demanded a getaway car and, to treat his brother's gunshot wound, insisted on "the best female doctors and nurses," warning them against any tricks.
Ning Meng proposed a psychological approach, leveraging Ma Liang's deep affection for his brother. She suggested that she and Zhuang Qian disguise themselves as medical staff to infiltrate the control room. Qin Guan agreed but insisted that Tong Mengyao join them due to her superior first-aid knowledge. He then informed Ma Liang that Ma Ming's injury was severe, necessitating immediate medical attention. Ning Meng, Zhuang Qian, and Tong Mengyao, dressed as medical personnel, approached the control room.
Ma Liang, still cautious, demanded they remove their masks and prove their identities. Zhuang Qian presented a bag containing various medical tools, including blood bags of all types, an arterial needle, a periosteal stripper, and an anesthetic mouth opener. Convinced, Ma Liang allowed them inside, and the door closed behind them. Inside the chemical plant, Li Guo'an's team successfully located and defused a homemade bomb found under a tank.
Shortly after, another bomb was discovered precariously tilted at a transport pipe connection, its wires loosely attached, likely due to the earlier explosion's vibration. This bomb was also successfully disarmed. Meanwhile, inside the control room, Ma Liang grew suspicious when Tong Mengyao reacted nervously to a distant sound of gunfire. He questioned her sensitivity, accusing her of being a police officer. Ning Meng quickly stepped in front of Tong Mengyao, shielding her and apologizing profusely.
She tearfully claimed Tong Mengyao was her timid younger sister, easily frightened by such chaotic scenes, and begged Ma Liang not to harm her, offering herself instead. She emphasized that her sister's medical skills were superior and crucial to saving Ma Ming. Ma Liang again warned them that if they failed to save his brother, all three of them, and everyone else in the plant, would die. In a swift move, Ning Meng seized an opportunity to subdue Ma Liang.
In the ensuing confrontation, both Ma Liang and Ma Ming were killed. After the intense ordeal, Tong Mengyao, shaken from her first direct involvement in such a deadly encounter, hugged Ning Meng, who found the embrace a bit awkward but offered reassurance.
