Chongliming and his team, including Yu Chu, discussed how to retrieve the pharmacological report from Hua Nuo Bank, which had been obtained by the Youth Gang. Wen Gou suggested a direct robbery, but Yu Chu dismissed it as impossible, explaining that Hua Nuo Bank was a British establishment in the concession, holding much of its wealth, and thus heavily guarded. Chongliming decided they would first scout the location before planning their next move.
Wen Gou and Can Yan Xin disguised themselves as wealthy clients to open a new account at Hua Nuo Bank. Yang Zhen provided cover in the lobby while Wagner kept watch outside. The lobby manager escorted Can Yan Xin and Wen Gou to a VIP room on the second floor, where Can Yan Xin learned about the "Super VIP room" further inside. While there, Wen Gou discreetly scouted the area. Afterward, they reported their findings to Chongliming.
They identified four individuals with access to the vault: Pudt, the General Manager; Fang Hong, a Xiangli; Li Jingyu, also a Xiangli; and Zhao Kuo, another Xiangli. Can Yan Xin had also gathered detailed family information for each of them. Chongliming proposed that they track these four individuals, find leverage, and use it to coerce them into opening the private vault. Wen Gou suggested kidnapping Fang Hong's three-year-old daughter, but Yu Chu vehemently objected, calling it beastly.
Yang Zhen then proposed focusing on Zhao Kuo, who appeared to be alone with no immediate family in Shanghai, making him a less risky target for blackmail. Si San, Yu Chu, and Wagner began trailing Zhao Kuo. They discovered him having a secret affair with Pudt's wife. Si San documented their illicit encounter with photographs. After Pudt's wife left, Si San, Wagner, and Yu Chu confronted Zhao Kuo, threatening to expose his affair in the newspapers.
Under duress, Zhao Kuo agreed to help them access the private vault. The next day, he brought Si San to the private vault, where Si San learned that opening a private safe requires two keys: one held by the bank and the other by the client. Simultaneously, Yu Chu made a phone call to a concession detective, falsely reporting a robbery at Hua Nuo Bank. The detective immediately alerted the patrol room, triggering the bank's alarm.
Inside the vault, Si San pointed his gun at Zhao Kuo, accusing him of alerting the authorities, which terrified Zhao Kuo into kneeling and pleading for mercy. Si San used the ensuing chaos to escape the bank. Yu Chu precisely timed the police response, noting that it took seven minutes and forty-five seconds from her call to the arrival of the patrol officers. Wagner expressed concern that this short timeframe would be insufficient to complete their mission.
However, Chongliming clarified that the real goal was not to actually steal the report during this initial attempt, but rather to "beat the grass and startle the snake," provoking the Youth Gang into retrieving the pharmacological report from the safe themselves. Later, Yang Zhen disappeared without a word, leaving a note indicating he was going to find A Yi. He returned to the church and found his mother, Ruowan, trembling and cradling a doll.
Mistaking Yang Zhen for an intruder, she lunged at him with scissors. Yang Zhen quickly played a music box and gave her Kelinoline capsules, which gradually calmed her. Holding his sleeping mother, Yang Zhen, overwhelmed with grief, vowed to eliminate A Yi and exact revenge on Chongliming. As Yang Zhen prepared to leave, Peter Hong suddenly appeared, drawing a gun on him. Having overheard Yang Zhen's words to his mother, Peter Hong suspected Yang Zhen was working with Chongliming.
Yang Zhen then recounted his own plan, appealing to Peter Hong for help to destroy Chongliming. Believing Yang Zhen's story, Peter Hong lowered his guard, allowing Yang Zhen to swiftly stab him, piercing his heart. Yang Zhen then sought out A Yi and Zhou Jue, expressing his desire to join their revolution. A Yi, meanwhile, intended to help Chongliming retrieve the pharmacological report. Zhou Jue strongly advised against it, emphasizing that the newly established interim government should avoid complications.
Despite the warning, A Yi was resolute. He later met Chongliming that night, offering his assistance in the bank operation. Chongliming initially told Yu Chu not to participate, but then Yang Zhen unexpectedly arrived, also volunteering to join the mission, stating he wanted one last "big fight" with them before leaving. Chongliming reluctantly agreed. Chongliming finalized the meticulous plan. At 8 AM, he detailed the operation scheduled for 10 AM.
Can Yan Xin and Yang Zhen would be the drivers, while Wagner and Si San would control the bank lobby. Wen Gou, A Yi, and Chongliming himself would confront the Xiangli to gain access to the VIP vault. Chongliming reiterated that they had seven minutes and forty-five seconds from entry, with one minute for entry, one minute for withdrawal, and a mere five minutes inside the VIP vault to attempt opening the safe.
He instructed A Yi that the success of opening the safe depended entirely on him. During the execution, Wen Gou seized the Xiangli and forced him to open the vault's iron door. However, upon entering, they discovered that the safe itself was a password box belonging to the client, which they had no means to open. With only three minutes remaining, A Yi attempted to crack the safe's lock.
Chongliming reminded everyone that their primary objective was to retreat safely, regardless of whether the safe was opened. As time ran out, Chongliming ordered an immediate withdrawal. Outside the bank, Chongliming explained to his team that the purpose of their action was to "beat the grass and startle the snake" and alert the Youth Gang. He predicted that once the Youth Gang realized their property had been tampered with, they would arrange to transfer the documents from the bank. At that point, Chongliming's team would implement "Plan B," intercepting them during the transfer to seize the report.
