Cao Daren secretly went to Qian Kun's room and found a letter of commitment written by Zhou Jue to Qian Kun. He took it to Xiao Ke that very night, intending to extort money from him. Knowing that Mary was pressing him to quickly find Allen's assassin, Xiao Ke offered information about the killer in exchange for the letter.

He told Cao Daren to take his men to Room 203 of the Dexing Hotel the next morning to apprehend the assassin. After receiving the commitment letter, Xiao Ke gave Cao Daren a banknote, asking him to kill the killer on the spot.

Cao Daren worried about how to explain this to Mary, but Xiao Ke offered a large sum of money as a bribe, stressing that such deaths from severe torture and forced confessions were common in the county magistrate's office. He suggested finding an excuse for Mary. Despite Cao Daren's concern about the Yan Shi Fan members residing in his county office, Xiao Ke offered even more money, and Cao Daren reluctantly agreed to the plan.

The next morning, Zou Yun, Wen Xiaoliang, and Wang Er arrived at Dexing Hotel, Room 203. They found Da Chun, who was injured and recuperating, but Zhou Jue was not there. Zou Yun questioned Da Chun about Allen's assassination, calling it reckless, but Da Chun insisted foreigners were not good people. He also informed them that the two million taels promised by the foreigners were now in jeopardy because of his actions.

Meanwhile, Cao Daren gathered his Qing soldiers and instructed them to capture the killer. Si San and Wen Gou, witnessing the preparations, decided to join them. Upon arrival, Cao Daren deployed some soldiers to block the back alleys to prevent any escapes, while he and the rest proceeded to Room 203. Wen Gou and Si San led the charge into Dexing Hotel, storming Room 203.

Zou Yun, Wen Xiaoliang, and Wang Er attempted to flee but were swiftly overpowered and apprehended by Wen Gou and Si San. Cao Daren ordered their arrest. Wen Gou then instructed the soldiers to transport any bodies for proper burial. Simultaneously, Zhou Jue convened a meeting of the Rights Protection Association at the Green Dragon Society headquarters, where he planned to move the association out of the Green Dragon Society.

Xiao Ke had earlier instructed Fang Er to bring A Yi to the meeting. When some representatives arrived at the Green Dragon Society, they expressed confusion, as they had been told to go to Dexing Hotel, but then received a new notice for the Green Dragon Society meeting. Zhou Jue denied sending them to Dexing Hotel. As the meeting commenced, Zhou Jue noted the absence of Zou Yun, Wang Er, and Wen Xiaoliang.

Xiao Ke then announced that they had been captured by officers. Zhou Jue vehemently denied colluding with officials or betraying his brothers. Xiao Ke called Sun Jian to testify, and Sun Jian confirmed that Zhou Jue had indeed instructed them to go to Dexing Hotel for a meeting. Sun Jian claimed that Wang Er, Zou Yun, Wen Xiaoliang, and Da Chun (who was recuperating there) were all arrested by Green Camp soldiers after being lured to the hotel.

Xiao Ke then brought in a hotel employee from Dexing Hotel, who testified that Cao Daren and Yan Shi Fan members had raided the hotel, arresting several people and killing one. Xiao Ke seized this opportunity to accuse Zhou Jue of colluding with the Yan Shi Fan, calling him a court running dog, and sending the representatives into danger.

Zhou Jue passionately argued that revolutionaries would never collude with the imperial court, but Xiao Ke dismissed his ideals, calling them swindlers. Xiao Ke then confronted A Yi, asking Zhou Jue to confirm if A Yi was a student from Sichuan Tong Province University Hall, which Zhou Jue affirmed, adding that A Yi had recently joined the Alliance Congregation. Xiao Ke then ordered his men to search A Yi, who resisted.

To force A Yi's compliance, Xiao Ke had Wang Jiankui bring out Da Sha, threatening him. A Yi was compelled to allow the search, revealing a Yan Shi Fan token. Xiao Ke declared A Yi a Yan Shi Fan member, accusing Zhou Jue of deception and being a disguised court running dog.

Zhou Jue attempted to defend A Yi, assuring the crowd he was a good person, but Xiao Ke silenced him, presenting a document he claimed was Zhou Jue's signed commitment, stolen by Cao Daren from Qian Kun's room. The document, read aloud, stated Zhou Jue's promise to cooperate to prevent armed conflict if Qian Kun refused to sign the railway contract. This convinced the assembled members of Zhou Jue's betrayal.

Xiao Ke then ordered his thugs to clear the hall, expelling most members, and to arrest Zhou Jue, Yang Ming, and A Yi. Fang Er desperately pleaded with Xiao Ke to release them, warning that lives would be lost, but he ignored her and had her removed. A Yi and Yang Ming fought back, engaging in a fierce struggle with the thugs.

Xiao Ke seized Zhou Jue, holding him hostage, while Wang Jiankui threatened A Yi with Da Sha, forcing A Yi to surrender. Xiao Ke then ordered all four to be bound and taken to the backyard. In their confinement, A Yi expressed remorse, believing his Yan Shi Fan token had implicated everyone. Yang Ming, however, reassured him that the situation was clearly a pre-planned setup, and they would have been trapped regardless.

A Yi questioned Yang Ming's reluctance to kill their attackers. Yang Ming confessed that after waking up from a fire with amnesia, he vowed never to kill again. He described recurring nightmares of burnt corpses chasing him, which he interpreted as punishment for past sins. A Yi then asked if Yang Ming would still want his memories back if those dreams were real, to which Yang Ming replied he didn't know.

Meanwhile, Chong Liming questioned Si San about how Cao Daren learned the killer was at Dexing Hotel, but Si San had no information on the tip-off. Si San confirmed they apprehended Da Chun and that the other three arrested — Wen Xiaoliang, Wang Er, and Zou Yun — were indeed Rights Protection Association representatives. Chong Liming found it peculiar that these labor representatives were at the hotel.

Si San also reported that Cao Daren was torturing them, and Wen Gou had gone to oversee with Ke Yanxin. Chong Liming sensed something suspicious. In the county jail, Cao Daren continued to brutally torture the imprisoned representatives. Wen Gou and Ke Yanxin arrived, witnessing the severe beatings, with Ke Yanxin reporting that two had already died, and only Da Chun remained clinging to life. Wen Gou immediately ordered Da Chun to be saved.

Cao Daren claimed the victims were plotting to attack the British Railway Company, but Wen Gou silenced him. Realizing his predicament, Cao Daren fled the scene. Ke Yanxin informed Wen Gou that Da Chun had suffered internal organ damage and bleeding, and while surgery had temporarily stabilized him, the conditions were limited. A soldier confirmed Cao Daren's escape.

Cao Daren, after fleeing, sought out Xiao Ke, telling him that while the other representatives were dead, Da Chun had been rescued by Chong Liming's men, and he could do no more. Soon after, Fang Er found Xiao Ke, distressed by news of the Hubei New Army's imminent arrival in Nanan, which she learned from survivors was brutally suppressing rights movements. She pleaded with Xiao Ke to consider their options. That night, Xiao Ke went to Mary to negotiate.

He presented his plan to escalate the situation before the New Army arrived, making it a "big deal." Mary questioned if he meant to sacrifice his own people. Xiao Ke clarified that his plan would eliminate Zhou Jue, Qian Kun, and Cao Daren. He proposed moving the protests to the county magistrate's office, causing a bloody conflict between the officials and the Rights Protection Association. When the New Army arrived, they would suppress the chaos, leading to more deaths.

He also aimed to use this to target Chong Liming, who was obstructing their plans. If Chong Liming intervened to protect the people, he would inevitably clash with the New Army and be forced out of Nanan. With Chong Liming gone, Qian Kun dismissed, Cao Daren punished, and the Rights Protection Association suppressed, Mary would face no obstacles to signing the contract.

Mary found his plan ruthless, but Xiao Ke quoted the saying, "A small mind is not a gentleman; a man without venom is not a husband." Mary then asked if he could control the Rights Protection Association, and Xiao Ke assured her that Zhou Jue was already under his control. Xiao Ke demanded one million taels. Mary countered, stating her company had rejected the previous two million, and she could only offer 100,000.

Xiao Ke found this too low, citing his significant sacrifice. After further haggling, Mary insisted on 200,000, reminding him of the limited time before the New Army arrived, and Xiao Ke reluctantly accepted. Meanwhile, Chong Liming and Yu Chu discussed the suspicious circumstances surrounding the representatives' presence at Dexing Hotel and Cao Daren's subsequent attempt to kill them before fleeing.

Yu Chu inquired if the tortured representatives were close to Zhou Jue, and Chong Liming confirmed A Yi had mentioned their loyalty. Yu Chu worried about Zhou Jue's safety but Chong Liming reassured her, confident in A Yi and Yang Ming's abilities. However, Yu Chu then expressed concern that A Yi's loyalty might shift now that he had found Da Chun, questioning if they would remain as important to him.

Chong Liming dismissed her fears, asserting that A Yi was not ungrateful, but Yu Chu remained uneasy. Xiao Ke then convened another meeting of the Rights Protection Association. He falsely announced that Wen Xiaoliang, Zou Yun, Wang Er, and Da Chun had been brutally tortured to death in the county jail by Green Camp soldiers and Yan Shi Fan members.

He vehemently accused the officials of cruelty and indifference, stating they only wanted their principal back, but were met with violence. He warned that everyone present would suffer the same fate if they did not resist, urging them to unite and fight. The crowd, incited by his words, roared in agreement, ready for an uprising. Later, Yubing visited Zhou Jue, who was still confined. She informed him about the meeting and the public's readiness to launch an uprising.

She also revealed that Da Chun, Wang Er, Zou Yun, and Wen Xiaoliang were dead, allegedly beaten to death by officials. Zhou Jue immediately realized this was Xiao Ke's treacherous plan to incite public anger and manipulate the situation before the New Army's arrival.

He pleaded with Yubing to help him escape so he could explain the truth to the people and prevent a bloody suppression by the New Army, emphasizing that the lives of everyone in Nanan depended on her. As Cao Daren, disguised, attempted to flee, he was intercepted by Si San and Wen Gou. They confronted him, with Si San slapping him for the two people he had killed.

Cao Daren desperately tried to justify his actions, claiming the victims were guilty and had signed confessions of plotting to attack the county magistrate. Si San dismissed his excuses and ordered him to be taken to Chong Liming. Confronted by Chong Liming, Cao Daren was told that Da Chun had been saved and confessed everything.

Cao Daren quickly blamed Xiao Ke, admitting that Xiao Ke had provided the hiding place for Da Chun and paid him two thousand taels to kill the representatives. He claimed he was merely following orders for money and feigned ignorance regarding Xiao Ke's full motive. Separately, Fang Er approached Xiao Ke, urging him to release A Yi, warning him that A Yi was Chong Liming's man, and Chong Liming would not tolerate his death.

Xiao Ke, enraged that Fang Er had known A Yi's true identity and concealed it, accused her of betrayal. Fang Er tried to calm him, explaining that she had met Chong Liming, who had promised not to harm any Green Dragon Society members. Hearing Chong Liming's name only further infuriated Xiao Ke, who demanded to know if her loyalty lay with him or Chong Liming.
